The U.S. Military Drags West Africa into 'War on Terror'

After decades of CIA assassinations, U.S.-supported coups and subversive interference during the Cold War in Africa, one would think that West African political leaders would run at the thought of another geo-political chess match in their own territories. But slowly and gracefully, the U.S. 'War on Terrorism', has been able to submit the continent to yet another round of imperial strategem with very little organized internal political opposition.

The U.S. military is training soldiers in West Africa for a potential confrontation with "jihadists" under the new U.S. Africa Command. The stated objective of the recent mobilizations is to prepare for confrontation with al-Qaeda in the Islamic Maghreb. The group is unlikely an existential threat to West African governments, is small in number compared to other violent criminal organizations and has so far only managed to kidnap foreigners and extort money. Partly due to the aggressive and often draconian work of their security forces, Algeria, Tunisia and Morocco, have already prevented the organization from operating in their territories. There is also no public evidence to suggest the group serves as a direct threat to the U.S.

Despite their infamous name and the constant fear-mongering in the Western press, the organization likely uses the name al-Qaeda for recruiting and fundraising purposes only as opposed to having any lasting ties with cells in Afghanistan/Pakistan. Nevertheless, the U.S. is mobilizing the armies of Mauritania, Mali, Senegal, Burkina Faso, Chad, Niger and Nigeria for a protracted conflict with the organization.

Political leaders in West Africa are probably doing more harm than good by accepting the U.S. label of the region as a wellspring of jihadist terrorism. As we have seen in Iraq and Somalia, U.S.-backed military operations are often the principal cause of violent political terrorism and recruiting activity rather than a force for peace and social justice. In regions with large conservative Muslim populations the influx of America forces and assistance is among the top recruiting tools for new converts to the cause of political Islam. Certainly, an objective assessment of the American track record in the aforementioned cases among others should have caused alarm among government's participating in AFRICOM'S recent mobilizations. However, political elites in this region draw their legitimacy among top the military brass and petty-bourgeois intellectuals from receiving external aid from the United States and European Union. With the incoming military and financial support elites are able to crack down on internal opposition movements and consolidate their own political authority regardless of the long-term consequences.

Armed robbery and kidnapping conducted to extract ransom is not unique to al-Qaeda in West Africa. There are any number of violent drug cartels, rebel groups and other criminals in the region who exploit the vacuum of political legitimacy, and grinding poverty in order to advance this or that cause. The ideals of regional autonomy and national sovereignty have suffered so much in West Africa that because the least organized of such groups happens to be a potential threat to U.S. interests, government's are responding as if preparing for a full-scale war.

It was not long ago that the United States utilized political Islam and al-Qaeda extremists in a struggle against the Soviet Union and secular nationalists movements in North Africa and the Middle-East. The same networks and ideologies that West African governments are being paid to chase throughout the Saharan desert, were empowered in the first place by the U.S. State Department, CIA and Pentagon. Unfortunately, for the majority of the poor and formally unemployed people in West Africa the region is once again employed in another of the U.S.'s adventures.

Whereas China and other countries have sought to increase their influence in Africa through mainly political and economic means, the United States and European Union have estimated that their strategic advantage lies in a combination of economic assistance and military strength as it did during the Cold War. The clear parallel between the current U.S. strategy of establishing client-states today to the Cold War in the 20th century were outlined by U.S. Secretary of Defense, Robert Gates who argued in a recent article in Foreign Affairs that American military and economic assistance rather than full-scale invasions is the most effective way to expand its strategic influence.
"Building up the military and security forces of key allies and local partners was also a major component of U.S. strategy in the Cold War, first in Western Europe, then in Greece, South Korea, and elsewhere."
The triumph of AFRICOM in West Africa is perhaps one of the most striking indicators that the independence movements of 50 years ago achieved little to nothing in the area of self-government or regional autonomy. The so called independent democratic regimes in this region have literally become client-states of the United States and European Union completely dependent on the economic and military support of their patrons. There remains hope that a growing social and political movement can challenge the attempt to drag the poor into another U.S.-conflict and put the region on an endogenous path of social development against poverty, hunger, and disease.

Combating Africa's Anti-Gay 'Movement'

There is a widespread but unsubstantiated paranoia that the West is trying to spread homosexuality here in Africa. In the African political culture of the 21st century the enemy of African self-determination is not the mindless consumerism, exploitation of natural resources or military intrusion but 'the gays'. Ironically, homophobia is about the closest thing to an anti-imperialist movement in existence here today. This is the sick reality in a continent that has long-buried the progressive memories of Kwame Nkrumah, Samora Machel and Thomas Sankara.

Senegal is one of at least 38 African countries, which sentences homosexuals and their heterosexual allies to long-term prison sentences. The most infamous case has come as the Ugandan legislature moved to pass a strict bill that would detain and execute homosexual violators. There are several reasons to oppose this bill in particular for the social justice movement. For starters this legislation would be a huge setback for the fight against HIV and AIDS in Uganda; a country that has shown significant progress in fighting the disease in recent years. The stigma, criminalization and discrimination of men who have sex with men is likely to deter them from pursuing HIV prevention and treatment services from the government. This would no doubt be of minor consequence to an evangelical Christian, as many have come to Africa preaching Jesus' salvation as the cure for AIDS.

The Ugandan anti-gay legislation is yet another example of the impact ultra-conservative Christian missionaries have in Africa. The New York Times reported how in the lead up to the legislation, thousands of Ugandans, including police officers, teachers and national politicians, listened raptly to the Americans, who were presented as experts on homosexuality. Furthermore, although the Ugandan legislation has been the subject of bi-partisan rebuke in the U.S., there is a prominent right-wing movement there that uses similar hate-filled rhetoric freely on cable television and the pulpit with little criticism.

Of course, Western Christians are not the only source of homophobia in the continent. My predominantly Muslim 11th grade American Government class recently remarked to me their fears of a vast American conspiracy to spread homosexuality throughout Africa. To resolve the problem, half of the students recommended the punishment of death by a show of hands. A few discussed in great detail how to carry such executions out and quoted specific passages from the Islamic Hadith to justify the actions.

Homophobia is only one of several fruits born from the destruction of the African left. Throughout the continent there is routine violence against poor immigrants coming from neighboring countries. South Africa is one of the most extreme examples of reactionary violence toward other Africans who share virtually the same histories, and class struggles against neo-liberal globalization. Today, as Africa fights poverty, disease and external exploitation it must also face a growing and usually unchallenged right-wing political culture that pervades much of the continent's government's and civil society. When caught between the choice of cultural relativism and social justice, we should always choose the latter.

New Social Protection Partnership, Senegal and UNICEF

UNICEF and the government of Senegal are partnering together to deliver 3.800 FCfa or $8 US a month to the children of vulnerable families in the country. The monthly minimum wage in Senegal is around 40,000 FCfa or $87. Effective partnerships like the child social protection agreement between Senegal and UNICEF could serve as a model of how the government can overcome institutional constraints and ultimately win the fight against poverty.

According to an article in the national newspaper Le Soleil, the purpose of the program is to mitigate the adverse effects of high food prices in the short-term, reduce poverty in the medium-term, and prevent the inter-generational spread of poverty. The funds will be principally designed for children ages 0 to 5.

Despite having one of Africa's longest and most stable constitutional democracies, Senegal has been unable to effectively deliver social protections, or reduce widespread poverty and chronic unemployment--- an unemployment rate of 48% with 54% living below the poverty-line. The West African nation ranks a low 156 out of 177 according to the Human Development Index, a composite measure of general well-being among the population. The remaining roadblocks to translating economic growth into social equity are lack of financial resources or political will for industrial policies and social programs to reverse these trends. Partnerships between Senegal and intergovernmental agencies like UNICEF can be effective but only if they are implemented efficiently.

Senegal Celebrates 49 Years of Independent Democracy

Saturday, Senegal celebrated its 49th anniversary of independence with a civil and military parade presided over by President Abdoulaye Wade. Several African countries and France sent contingents to the parade in tribute to nearly half a century of democratic governance. In 1960 Senegal gained its independence from decades of French colonial rule. Since indepedence, Senegal has remained a developing democracy in a region plagued by coup d'etat, civil war, and resource driven conflict.

Thousands of Senegalese students studying in the United States celebrated the 49th anniversary from their college campuses. "Being away and thinking about Independence Day for any Senegalese gives us a sense of nostalgia," said Soukeyna Sylla a junior International Studies major at Macalester College from Dakar, Senegal.

Although she is miles away from home, Independence Day is a day when she and her friends conceptualize the countries future and reflect on the current situation.

"Within the historical context when you see discouraging events happening nextdoor in Guinea Bissau and Mauritania, it gives us pride about our democratic experience,"Sylla said. Soukenya is pleased that it appears Senegalese politicians are not necessarily thinking about their own personal interest but are in the process to sustain the nations democracy. "Although the ruling party lost the recent elections, they proved that democracy is not impossible and is an achievable ideal."

Recently, Senegal showed again why many consider it among the most politically conscious democracies in Africa. On March 22, Senegal had its local elections, which selected 20,000 people to serve in rural, municipal and regional positions. Official results showed that Senegal's opposition had won several major cities, including the capital Dakar. The recent showing was a yet another peaceful transition of power and was accepted by the ruling party and incumbent President Wade.

"The president congratulates ... in particular the opposition parties and coalitions whom the voters mandated to lead many local authorities including some important towns," said a government statement.

Senegal is a predominantly Muslim nation whose model of religious and ethnic tolerance is the envy of many countries around the world. The West African country presents an inclusive face of Islam that western media often overlooks in its coverage of the Muslim world.

The first president of Senegal at independence in 1960 was Leopold Sedar Senghor. Senghor was a leading intellectual figure in the Negritude movement as well as being a charismatic politician. After a stint with one-party governance under Senghor's party, le Parti Socialist (PS), Senegal transitioned into the rich multi-party democracy present today.

The Republic is widely known for its vibrant free press. Several newspapers are published which play an important role in holding office holders accountable to the public. Senegal's youth are also very much engaged in local and national politics. The acclaimed documentary, "Democracy in Dakar" highlights the impact hip hop artists have had on the democratic process, and the role young people played in the 2007 presidential election.

But recent crackdowns on the opposition in the media and on the streets have tarnished Senegal's international image and critics of President Abdoulaye Wade say officials are enriching themselves while most Senegalese struggle with poverty and unemployment.

Today, Senegal faces several human development challenges in spite its flourishing democracy including persistent illiteracy, youth unemployment and declining purchasing power among broad majorities of the country. In 2008, the capital city, Dakar, was rocked by food riots as the price of rice skyrocketed. Every year, thousands of Senegalese risk their lives in dangerous sea voyages in search of economic opportunity in Europe.

Last Friday, the United States government’s Millennium Challenge Corporation (MCC) signed a grant agreement with the Senegalese government to provide up to $13.39 million to support development that seeks to reduce poverty through economic growth. The MCC awarded the grant to further promote Senegal's "good governance, economic freedom and investments in people".

"Why should our democratic achievements be defined by a US grant? I don't think we should subject our understanding of democracy to the will of any other country," said Soukeyna Sylla. She says corruption still exists inside the Senegalese government and foreign dollars rarely reach the Senegalese people directly. "Whenever I discuss these intiatives coming from outside I never believe in them. I don't believe in the idea you can inject any sum of money into the country and things magically change," Sylla said.

So far social and economic set backs haven't discouraged Senegalese citizens willingness to support the democratic process. The next presidential elections in Senegal are scheduled for 2012.
